No they don't, they just keep the engine from turning over/not starting. I would think the battery is dead. Put in a new battery and invest in a battery tender...

Greg, Yea, that's what I figured. The idle adjuster is a little finicky anyways. Just a threaded stop against the linkage. Try 2.5 turns out on the idle...

Did you say completely dead or just no lights? Is the starter solenoid clicking? If not, try a good battery and make sure both battery cables are tight too....
