As Ken says, it's pretty much a mystery. We DO have a smallpipe repertoire from Northumberland that we can date as far back as 1757, but not one from Scotland....
Just one final point from my rotting brain. Montgomeries' Highlanders supposedly had thirty pipers. It is possible that one of them could have owned this set. ...
